great music programs in lower westchester? (New Rochelle: public school, teacher, quality)

i was wondering if anyone knows which towns in westchester are known for having great public school music programs. Some criteria I consider important:
1) offer string, band, and chorus starting in elementary grades
2) you dont have to miss another class to go to your music class
3) teacher quality

My friend's daughter is in the fourth grade at Ward in New Rochelle and is very happy with the quality of their music program. The instruction is excellent and is part of the curriculum.
