White Plains -- Highlands (houses, neighborhood, elementary school)

We currently live on the UWS and are considering a move to Westchester. We want to live within walking distance to the Metro North and want to spend less than $600k. We are ok with updating kitchens, baths, flooring, but don't want to do any major renovation. Its ok if the house is small, and if it has a small lot, I currently live in a tiny space and we don't want to pay a lot of taxes.

I have been looking online at houses in the Highlands area of White Plains. It seems to fit a lot of my criteria - small houses, low taxes, close to train.

Can anyone comment on the character of the area? What kinds of people live there? We are a mixed race couple with a 1 year old baby and another on the way. Is it safe? Where do people send thier kids to elementary school?

Any info would be appreciated!

Are the any nice suburban areas to raise kids in White Plains that its actually clost the the train? It seems like highlands is the closest you can get
