Yep, Hastings-on-Hudson, Dobbs Ferry and Croton-on-Hudson all come to mind and have good schools and the vibe you are looking for. Croton has a slightly longer commute but proximity to more nature and you'd get more for your $$ there.

For the vibe you want, I would suggest Hastings. Historically, it's always attracted lot of artists, authors, musicians, and such. I think of it as the most "creative" and "artsy" of the Rivertowns. Not exactly West Coast laid back, but more progressive and less conservative than most Westchester towns. Good luck.

Any place in Westchester that requires you to transfer metro-north trains is crap. So that means anything North of Croton Falls Station on the Harlem Line.
Also it's very important that you are in walking distance to a Metro-North rail station. Most stations are notorious for poor parking since many of the towns do not want to be normal like even most places in Long Island and update the parking with more spots.
For laid-back feeling the areas near Crestwood, Larchmont, Hastings-on-Hudson, and Dobbs Ferry stations are the closest places that can replicate Northern California.
The former two are about a 30-45 minute commute into Grand Central. The latter two are about 45 minutes to over an hour and they are on the Hudson Line.
Oh and if work on the lower westside(such as the west village) or upper west side, you are better off driving, cause train connections will be hell.

This isn't so. There are TONS of places north of North White Plains for which absolutely NO transfer is required.

I change my statement. Any place North of Croton Falls will be crap. Croton Falls is the last station on the Harlem Line in Westchester.

This, too, is incorrect. The lasts station is Southeast.

The last final station on the line is Dover. Southeast is not even in Westchester county.

I know that Southeast isn't in Westchester. But it's the last NONSTOP station from NYC. If you look at the map on the Metronorth website ( MTA Metro-North Railroad) you'll see that the last station is Wassaic. But you have to change trains at Southeast.

We are moving ourselves from Miami, and there's something to be said about having water views....on either side --Hudson River or Long Island Sound.
