Is there a "city tax" on income in Westchester?
I know NYC residents in the 5 boros pay additional city income tax for living in NYC, even if just renting an apt- is there a similar income tax in Westchester for people who rent there?

You might have municipal taxes, depending on the town, and you'll definitely have state tax, but generally, no.

The only exception is the City of Yonkers which imposes an income tax surcharge on the net state taxes, currently 10% of state tax liability. This is paid in addition to the state income taxes. As a non-resident, employed in Yonkers, it's a 0.5% income tax that's imposed by the City of Yonkers.

Thanks for the info! As a follow-up, and I'm just wondering here b/c I'm not considering Yonkers, why doesn't everyone in Yonkers just move like 5 miles down the road and get that 10% back?

Yonkers tends to have more affordable housing prices, so while there's an income tax surcharge, it beats the higher prices and huge property tax bills that one can encounter in neighboring towns where a modest house can have tax bills of $10-15k. White Plains also tends to have lower property taxes than other areas in Westchester.
