Can someone tell me if there are places to park near the Harrison or Rye stations (not the official lots)? Is there any non-resident parking in Harrison? Or Hartsdale? I hear there is no wait in Scarsdale, but is that really true?

Seriously, what do people do when the waiting list is 6 years long???

On the Metro North website, you can find the contact information for parking at each of those stations. Some lots are privately administered, some are administered by the local village. But you can get the most accurate answers by directly contacting yourself.
In terms of places that have no wait-- That is likely just for village residents.

As for what people do when the waiting list is long -- They carpool to the station, or their spouse drops them off at the station, or they walk. Or they leave early and get a non-permit space in White Plains. Or they leave early, and get a metered/nonpermit space in their local lot. Most, if not all, lots have *some* parking set aside for meters/non-permit.

There used to be non-resident parking in Hartsdale but not anymore. The Scarsdale train station is run by the Town of Eastchester. Parking is along Garth Road. Years ago when we were looking for a spot, Scarsdale had no wait list and it was the cheapest. NOt sure now but call the Village Clerk at the Town of Eastchester and she can tell you relatively quickly what the wait was.

I park in the County lots in White Plains every day. Plenty of spots since the work to rebuild the main lot wrapped up last year. 30 minutes to GCT, trains every 10 minutes during rush hours. Hard to get a permit so you'll have to pay daily for a while ($5/day)
