I am visiting Asheville in July, does anyone have recommendations on the best campgrounds to stay at? I am thinking the Tipi one looks interesting and have reserved for two nights there, but would also like to be near water, close to town if possible.

Not enough info, please elaborate on what type of camping you are doing? Tent, primitive, RV, motor home, etc. National Parks? State Parks? ????? Privately owned campgrounds ???? Do you want to fish, hike, climb? Near water and close to town? sounds odd to me.

If you are wearing red sequined shoes, maybe you could click your heels together.

-I just want something pretty, close (within 20 minutes?) to town. Water would be nice.

Haven't camped there, usually we only used the parks or national forests etc. Here is a good one in the Pisgah Forest off 191 within a reasonable distance from Asheville, very secluded, clean and inexpensive. Camped there several times, once for more than a month.

Regardless of where you camp, please study up on the bear issues in western NC and be aware of your surroundings in the areas; heed warnings of bear sightings etc.

The Davidson River Campground our near Brevard is nice too, a bit further from Asheville, but near plenty of waterfalls and the DuPont State Forest.

You might also want to investigate if there are any campgrounds near Chimney Rock out by Lake Lure, which is east of Hendersonville via Rt. 64.

We were at a campground up the hill from there

Mountaintop Camping - Blue Ridge Parkway North Carolina

which we loved because of the views, nice owners, and great bathroom/shower facilities.

Overall, it is a very nice area; quite scenic; with the conveniences of a grocery store, gas station and Pizza Hut nearby.

Well, this meets your criteria:

Wilson's Riverfront RV Park - Home

You can't get any closer to town. It's right on the river in West Asheville. There's tent sites for $20/night. It's right in the middle of a greenway that leads to a public park (miles of walking trails). The cons? You're camping ridiculously close to the interstate, so the noise and pollution levels may or may not be worth it.
