So I had to change the 02 sensors in my 98 Ford Explorer. Well I did that and cleared all the codes with a code reader. I drove about 16 miles to the nearest inspection station to get it inspected. They told me I need to drive it more. I got a "Not Ready Report". My questions are - how many miles do I need to go and do I have to go back to the same inspection station ?

It was 40 miles on my Outback. I think you do have to go back.

Couldn't find/didn't look long enough for 'cycle time/miles' on the OP's specific car.
Some anecdotal links suggested it might take up to three cycles on some Ford models, with 'cycle' being very vague: as little as turning it on and off three times, to doing some driving on each.

Give it a drive or two, see if codes are still clear and then take it back. Some OBD scanners will tell you that cycle is complete or not yet reset. YMMV...
