Default homeowners association

We belong to a homeowners association and keep getting into road issues with homeowners. The covenants do not mention how or who maintains the roads in our subdivision. They are listed as "Not to county standards" in the convenants which we all knew when we purchased our lots. They are not owned by the HOA and are listed on lot owners property but are listed as a 45' right-a way. The HOA does not have any property or common area which is owned by the HOA.
The question is does the HOA have to maintain the roads condition and can they mow the grass in the 45' right-a-way. Some people want to spend large sums of money to keep the roads in tip-top condition. My feeling is that we only have a right-a-way to cross property line to get to homes and don't have any real rights beyond that.

If you don't understand what you are agreeing to, they you might be in for some nasty (read expensive) surprises. My bet, they can assess you for your share of road repairs.
