Default Looking for western NC area

We are moving from CT to NC. We are looking for a low crime area, with good schools. Would like a Home Depot/Lowes within a 25 min drive. Would like a town with 10,000 or less residents, we are interested in property with lots of land for quad riding. My husband is a landscaper, he would like to stay in that field. Any suggestions? How about Concord or Waynesville area?

Mars Hill in Madison County would be my pick. Small college town close to Asheville (pop 70K), buy not too close. Acreage in Madison County isn't too bad.........yet.

Concord, NC (pop. 60K) is not in Western NC.
