JASON1980 Kansas is a good fit for some people.
The Meth problem isnt worse here.Kansas is a Agriculture and Aircraft based Economy. Im not a fan of Kansas myself i find The Weather too extreme. and the not a fan of driving 6 hours to see anything.
Theres not alot to do but i find your statement a little extreme.

I am considering a move to Wichita, or Andover area. I would never pick Kansas or Wichita for that mater on my own. I would take KC over Wichita in a NY min. But I have family there and they have kids we want to be around.
So with that out of the way I have spent time in Wichita and we have even spent time there working for a couple months.
I always make a list of pros and cons to try to help with a decisision. Cons in Wichita are as follows for me.

To cold, I would rather live farther south.

To many bible beaters [to be fair most of the south has bible beaters]

Nothing to do,Wichita seems to not want to promote much, they need blues and music festivals, promote outside entertainment. ect.

Taxes are to high. The property tax is out of control,3k on a 120k home is not good.
I have lived around the country and florida,Michigan, south carolina,Arkansas, texas are just a few of the much cheaper home taxes.

Parts of Wichita are very smelly and has nothing to look at but corn storage concreat uints.

Pros.
Work seems to be holding up better in Wichita than many other parts of the country.

Home prices are among the cheaper in the country.

Wichita is a very easy city to learn to get around.

If shopping is your bag, there is a lot of it in Wichita.

Although to small for me I do like old town, I wish there would be an expansion in Wichita of upgrading the old parts of town.

Don't know what part of Texas you lived but I just came from there and paid $3500 on a $135k home. My home here is going to be in the neighborhood of $215k and the estimated taxes (Property + Specials) are going to be around $4500 (conservative estimate). That's about 0.5% less....and if I stay around till 2020 I'll be done with the specials....which would take it down to $3200.

My husband and I will be there in the next few weeks and will be working at McConnell AFB. We've found a new home that is East Blake Court, off of Pawnee and Rock Road. All the research I've done tells me its an OKAY area - it's not Andover nor Derby - but okay. Good news is that we're renting, can anyone tell me what the area is like? I need the low down skinny on this. Is it horrible? Is it crime infested? demographics? We're moving from a town in California that has it's share of crime and problems - but we live in a fairly affluent area right now...HELP!!!!!!!!!!!
It's not an "affluent" area but you should do just fine there. It's not crime infested, it's not horrible. Middle class to upper middle class? Not sure. It's alright though.
