Sounds like millions of dollars of surge money is needed for the upcoming 2015 construction season. Sure hope this goes through by the time the cities and counties need it.

ND committee considers 'surge funding' for infrastructure
This would be an outstanding investment. There will be the people available, and the industry will not dry up and blow away. It would also cushion the down turn in the economy. That is the way a government is supposed to work.

I think all bets are off with this oil downturn. The counties weren't getting it when the money was there...... Perhaps roads will eventually get repaired, but I doubt greatly that there will be ear marked "surge" funding for "road building and repair, utilities, housing and schools." ....When the oil field money disappears....
