Milwaukee remained the state's largest county, growing by 0.8% to 947,735. The city of Milwaukee decreased slightly to 594,833 — its smallest population since 1940.
Madison, the second-largest city, grew 12.1% to 233,209. Green Bay, the third-largest, grew 1.7% to 104,057.
The state's Hispanic population grew 74.2%. Hispanics account for 5.9% of the state's population. Blacks remain the largest minority group at 6.3%.

I know the same thing is SUPPOSED to be happening here in MN, and by 2015 both populations are going to be roughly equal and Hispanics should surpass the black population.

I asked an Ethiopian cabby why so many lived in the twin cities? He matter of factly stated " the welfare benefits are the best ".
