Living in Kenosha vs. surrounding towns/milwaukee
My husband accepted a job in Kenosha and we currently live in Madison. We will have to relocate but Kenosha doesn't appear to be able to meet our needs culturally. Are there any surrounding towns that might be more appealing or should we just consider Milwaukee and commute?

You said a mouthful!
In my opinion, Kenosha is a hole. I come from the ubiquitous yacht club set, so don't take my word for it. It just isn't that nice.
The observation that I have made about Kenosha is "factory town with no factories". It has nothing to offer except... well, nothing. Outlet stores maybe.
Commute. Either from the North Shore/far north suburbs of Chicagoland, or from Milwaukee. Don't live in Kenosha. It has always carried a certain, undesirable stigma for me. When I hear "Kenosha", the visions aren't that great. If you have a nice household income, live in the north suburbs of Chicagoland. At least you escape the stigma, and have a nicer job pool to pick from, if and when you decide to change jobs, or try.

If you have some deep pockets, I'd look at towns in Illinois near the highway such as Lake Forest / Lake Bluff (uber expensive), Libertyville (expensive), Gurnee (expensive, but less expensive than Libertyville), Grayslake (probably similar or slightly cheaper than Gurnee, decent area) and probably commute from there to Kenosha. Those areas are connected by rail to downtown Chicago (1 hour train ride or less), so you can be in the Midwest's biggest city when you need your cultural escape.

Help Needed-
I'll be flying from Sacramento into Columbus, OH., then on to Kenosha from Oh. I'm wondering where is the nearest airport to Kenosha?

What do you need "culturally"? It would make more sense to live where you work, less driving, and then head back to Milwaukee on the weekend for your 'cultural' experience.
