As far as American small-city living goes, Appleton is about as good as it gets as long as you can tolerate the long cold winters. I personally wouldn't move there because it would just be too drastic of a downsizing for me to move there from where I live now, namely in the epicenter of a 10-million-person metropolitan area. But that's pretty much the only reason I wouldn't move there.

$60K is plenty for a single guy to live on around here. besides the expenses mentioned already, an expensive apartment will run you less than $1K/month. you could also buy a decent starter house for $100K and spend the same $1000/month on a 15 year mortgage

I'm actually moving to the area this summer (2012). I'm from the Midwest though, so I am used to the winters. My initial trips to the area lead me to believe it's a nice sized area, with pretty much anything you would want to do on a daily basis there. Plus it's close to Madison and Milwaukee, and only 3 hours or so away from Chicago, if you want to get to a big city. My wife and I have only just begun house hunting, but between Appleton, Neenah, Oshkosh, and all the other towns within 15-20 miles, there are plenty of options.
Still, you should be aware of the drawbacks - it's not a major metropolitan area, the winters are long and cold, and it's not exactly culturally/racially diverse. Don't get me wrong, it's not a 200 person farm town - it's just not St. Louis or New York City.
Overall, it comes down to what you want - don't waste your time if you need warm weather or to live in a major city with 2-3 million people.
