ohhhh. you haven't lived until you took some beater cars out on the ice after dark to race around... heck back in the day, on a small lake (location not to be listed lol) that had few residents, we would take our cars out to the center, start a fire, and have some nice tapped beverages.

No there were not any rocket scientists in our group

My impression of most wilderness rescues is that if you were stupid about it--either by doing something stupid to get yourself into the situation (i.e. going into areas when there is clear signage not to because of danger), or calling for a rescue when you are not actually in an emergency situation--you will get charged for the rescue. However, if you have an actual emergency while following all basic wilderness guidelines, you will not get charged.

To me, this seems like the best medium. People that really run into unforseen emercencies get help without worrying about if they can afford it. People who think they can do anything without consequences find out that there are consequences. If a person drives out on the ice, even though they clearly see a thin-ice sign, and falls through, then they should have to pay for it. If a person is out on ice that known by all to be thick enough, but they hit a weak spot and fall through, then they don't have to pay.

Crazyme4878 said it very well. If you are following the rules and an accident happens then you shouldn't have to worry about paying for a rescue however, if you are doing something stupid (hmm driving snowmobiles on thin ice) then you definitetly should pay for the rescue.
