I own land on a popular lake in WI. There is a conservancy group representing said lake that has been buying up land near the lake for years and they are Very interested in my parcel of land. I don't think the description of the land is important to this discussion, so I will skip that. I am confused about how this specific parties' willingness to pay will differentiate from FMV (or not) because taxes will no longer be collected on the property under their ownership. I am inexperienced in these areas, but I would assume a rational buyer would consider future tax obligations into their WTP calculations. If a buyer whom will have to pay full tax on the property is willing to pay FMV, then my intuition tells me a buyer whom will have to pay zero tax would be willing to pay more. When I mention FMV, I'm referring to the property tax numbers.
Here are some hypothetical numbers to make calculations easier.
FMV: $5000/acre. Property tax: $5000. 20 acres

Most non-profits won't (many aren't allowed to) pay more than the full market value/appraisal. Future tax exemptions won't play into that as far as they're concerned.


Most people who buy a lakefront property (which will usually appraise higher) don't think of the property tax implications down the road.
