I can not understand that people don't have anything better to do, than spying on your neighbor?. No matter when I leave or I come home, the neighbor next door is aware of it and what I do. I feel like this is harassing and I don't know what to do to stop it. It this a Police Matter?

Unless your neighbor is actively looking into your windows, there's probably not much you can do. When you're outside, there is no expectation of privacy.

Wow, really sorry to hear that this is happening to you. How is it that you know that your neighbor next door is aware of your comings and goings? Are they coincidentally showing up when you leave your home or come home?
Are they literally harassing you or it just 'feels' that way to you?
Are you friendly with any of your neighbors who can keep an eye out for you?
I'm not at all familiar with law enforcement protocol so I can't offer you any advice one way or the other on that matter. I will say that if you really do feel 'creeped out' by this situation stop by your local police department and describe to them what you have described here and see what they tell you.
ETA: How is it that they are using their dog to cover it up?
