Default License Plate Letters

I just moved to Wisconsin and noted that the auto license plate has three letters. Are these letters random or do they refer to the area in which the vehicle is regestered?

I do appreciate your help.

They are randomized... Before license plates would have 3 letters-3 numbers, now it is opposite.

They sort of refer to where you registered your car as they get a shipment of plates and they are handed out in order. I know some states like SD the first letter on your plate refers to the town you registered your car in but it isn't specifically designed to do that in WI.
