Default considering manitowoc

I used to live in WI, and considering a move back to the manitowoc area for employment and cheaper housing, but when I visited my family I took a drive up there and the lakefront was all tore up. What is going on there, and is manitowoc doing anything with their downtown? it seemed kind of deadbeat, are they planning on doing some coffeeshop, bookstore type things? What is happening in that city, and what are the plans?

They keep talking, talking and more talking but don't seem to be accomplishing much actually. One reason I chose TR over Manitowoc was the lack of stores to walk to and just the layout of the town. The HTR (newspaper) has a website and you can read it online.

I do think the area has been hard hit by the loss of jobs, both TR and Manitowoc. Recently they added a Kwik Trip, Festival Foods, and Kohls all by the other stores out by Highway 43. There's a Wal Mart, Copps grocery and now Festival foods out there plus Lowes and Menards.

Yet there is an old mall with Pennys and a strip mall like thing with Younkers along Memorial Drive between the two towns and they are doing nothing to help it, yet Manitowoc keeps encouraging businesses to the 43 corridor and then whines about the downtown area.

For my purposes the area is fine but for a younger person looking for employment and wanting to live here, I'm not sure what th draw would be.
