Back in college we actually had a good discussion on this although we used rail as our example. Overall I don't find it very viable for commuting purposes. The biggest problem as I see it is that everything in these cities is very spread out; its not like you'd have a mass of people who could live say in downtown Oshkosh, walking distance to a major bus hub, and travel to downtown Appleton and walk a few blocks to work because, well, there's hardly any real jobs there. Most office buildings or plants are spread out by the mile all over the townships. So even if you could get to Appleton, you'd still have to somehow get to say the west side of Town of Menasha for work. And even if there was another bus going <i>there</i>, it would take so long to get there anyway it wouldn't be worth it for most people. It takes me a half hour to get to work from Appleton to Oshkosh as it is, I can't imagine waiting out bus rides and interchanges and walking long distances (especially in January, tripling my commute time, or worse, just to get to a job I hate, lol.
Cliffs Notes: demand and practicality in a place like this are seemingly low, which would basically make it a waste of money
