Why is Beloit bad? Well sometime in the 80's or 90's, Wisconsin decided it would be a good idea to have the most liberal welfare program in the country, literally. Every welfare queen in Chicago and St. Louis decided Wisconsin would be a good place to live. Wisconsin's southern cities-Beloit,Janesville, Kenosha, and Racine were effectively ruined and have never recovered.

Here is another question, why did Illinois get tough on welfare?

Another thing, getting tough on welfare isn't going to keep the crime down. If a person is desperate enough, said persons might committ crimes. Besides, most people who are on welfare do not stay on it very long.

Yeah from a crime standpoint there's no comparison, but Superior is a depressing run down city without much to offer.

I think basically Superior is a forgotten city, people hardly ever mention it when discussing Wisconsin cities.

I can see a fair comparison to Beloit but I do think there's more criminal activity in Beloit.

Maybe I'm missing the bigger picture -- I confess I don't spend a lot of quality time there but I've been there numerous times -- but I still don't see why Beloit is considered such a hole by so many people.

So was that Tommy Thompson's idea? Wasn't he the guy pulling the strings for most of that time period?

For the same reason Milwaukee get's a bad rap. People that went there in the early 90's saw a run down crime infested town and haven't been back there since. Apparently and I haven't been back there since but I guess they have redeveloped the downtown and other parts of the city. When I used to go there it reminded me a lot of Rockford.

Plus in terms of number of homicides for many years it was always Milwaukee, Racine and Beloit for the most murders.
