I wasn't able to view the article, but since we're on the subject of outsourcing, I thought I would add my experience with it. I work in IT, which is a field that's known for really jumping on the outsourcing bandwagon. But the companies I've worked for have discovered the cost savings don't really make up for the management headaches and decline in quality. Distributed development isn't easy. I've worked at companies where the developers were all in the U.S., but in different cities and we still had problems coordinating. Many companies are getting burned on outsourcing. I have no sympathy though. When you go for cost savings over quality, you shouldn't be complaining.
Thought you guys might find this article interesting: apparently Indian companies are having some trouble with BPO (business process outsourcing).

I've seen many failing India based projects. I think India will be the next Greece-like busted country.
