All you have to do is look at the management. Two things are wrong ;it involves workig within a politcal system. Then it involves work for the public who when they are not paying anyhting driectly want the best and want it often. Itd like pooice service;if they were paying a direct feee we could cut over half the nonsense calls they get for service. The system tends to make public servants cautious and the paperwrok is stupid crazy.

I was customer #1 after she got back from lunch, so no, it was not an acceptable break. She also commented on it when she got back, which is how I know who she was chatting with outside.
