So its OK for the $8 per hour people to have to park where their car gets dinged?
No or course not. The reason, presumably, that the parking policy was created was because the worker bees, abused the system by sneaking out to their car and leaving, or smoking a joint, or taking a nap. Ostensibly, the worker bees are the $8 per hour employees. Therefore, the general consensus is that those are the ones that need to be watched. That is why I made this comment. Nobody should have their cars damaged.
The whole using the lot to see who is at work and to prevent people from doing drugs and hiding out is extremely bizarre to me and makes me think either the CEO is a paranoid lunatic or you work in a crack den.

Given this comment, I'd say best to look for a new job.
First off, the reason the CEO responded with a comment about your husband was that YOU said it was your husband who had a problem with the car damage, not you. You brought your husband into the picture, not her. You could have simply responded that YOU came unglued every time you saw the damage, but you chose not to go that route. So I don't think the boss is being any more of a ***** than you are of being a wimp and using your husband as a crutch.
Second, why are you SO certain that it is the visitors that are causing the damage? When things get damaged (or stolen or ruined) at work or at home, its almost always the regulars not the visitors. Before you go blaming old elderly people, perhaps you should take a more honest look at your coworkers.
I would probably look into public transit or car-pooling.

Why do they allow that? Surely there are people who are "clean" who would take housekeeping jobs.
I bet they're also stealing from where you work, sounds nice!
20yrs might be working in a low-class environment, but as management problem solving shouldn't be out of the realm of possibility here. There is no reason for her to stoop to her CEO's level.
I don't see purchasing a car cover or other protection product for her vehicle is stooping to a low level. She brought it to the attention of a senior level person who blew it off as a non-issue and instructed her employee to park in the ding-zone. At that point, you have to do what you can to protect your car.
