I'd like to have a professional review my resume, tell me things I can improve on, and offer specific career advice that pertains to my career path. I've never sought out a firm like this other than my university's career center. Now that I'm out of state, I'm trying to find something local. Are any of you aware of a national firm or organization that offers this kind of service for free or for low cost?
whatever you do, don't pay. i can offer some free advice right now: one option: strive to become specialized in a sub-field of a field. i was specialized for many years which made my job hunts almost confined to a "gated community", metaphorically speaking. many good things came with that. example: those hiring or working within the gated community could sit down and "talk shop" (in other words, use esoteric lingo) with each other during an interview, making mobility pretty fluid. within the gated community, the question of "so, tell me what you did at your last job" was never necessary. minor differences existed from firm to firm, but they were minor. the more specialized, the smaller the gated community.

Probably check your local community college or regular college if you have one nearby. Sometimes their career counselling stuff is open to the public or if not oftentimes they have job fairs and special events open to the public where you can talk to these people
I think the OP is trying to break into an industry in which case the head hunters will treat you like you have a communicable disease.
No, I've been working for a few years in a specific industry. I was just interested in having a fresh set of eyes reviewing my resume to make sure that it's up to par. In other words, I'm interested in a second opinion, or third, or fourth.
And yes, I'm hesitant to go to a headhunter company, because a lot of them tend to be less than qualified for their job as it is. I'm just looking to find a company that is specifically in the business of career advising, rather than recruiting in mass numbers to meet sales quotas.
