Technically you can be a size 12 and petite, if you're using "petite" in reference to clothing sizes. 5'3" and under is considered petite, regardless of weight/body shape.

Anyone who is under 5'3" and needs a size 12 is obese.

The older you get, the more difficult it is to keep weight off, but it can be done--I'm an example of that.
