Would companies be reluctant to hire someone who graduated college 6 years ago for 15 dollars an hour or more because of low paying jobs that paid about 10-11 dollars an hour that didn't give them any skills? These jobs are: retail, fingerprint technican, and substitute teaching (subbing in two school districts for the last 3 years)?
That depends. I think the more critical question is not what you did in the past or how much you earned, but what qualifications do you have for the job that pays 15? If your past jobs did not give you any skills, then you need something else to make you qualified for a better job. If your degree makes you qualified, then the employer would likely want a reasonalbe explanation for why you haven't been using it.
Beyond that, your past work history and wages would not be a reason for rejection. After all, pretty much everyone who is applying for a job is looking to improve upon their past circumstances in some way or another.
What degree did you graduate in? Not working in your degree up to 6 years from graduation looks very bad. I graduated in a very bad economy back in 1992 but I got my 1st "engineering related" job after 1 year by looking at Alumni job listings.
You should brush up on job skills you need for your career if you want a job with your degree.
