As others have stated, there is not enough information to give a meaningful answer. However, if the job required a college education, then I would hire somebody with a college education. If not, then I would hire whoever I thought would be the best fit for the job regardless of their education level.
Keep in mind if it is a low paying job, the person with the higher education would probably be looking for another job before they even started their first day of work. This is one of the reasons people don't like to hire people who are over qualified for a position.
They are not more intelligent. Being book smart is not the same as being intelligent.
Yes, they are more intelligent and not just book smarts, either. They commit less crime, lead a healthier lifestyle, are more financially responsible, participate in civic matters more often, etc. This is all on average.
You don't have to pay them a fancy wage and they're able to gain work experience while likely attending college versus graduating college without experience.
And despite what some tell you, you can show a monkey how to do most jobs.
If the job only requires a college degree, then the 10 college graduates will get the job. If the job requires a high school diploma, then it's up to the hiring manager. More than likely if the job requires a high school diploma, the hiring manager will take the high school graduates before the college graduates because of several factors:
-the college graduates may want more money
-the college graduates may leave if a better paying position comes along
-the college graduate is overqualified regarless simply because they are a college graduate
-the hiring manager does't want to hire somone who has a higher education than they do
You are hiring for a one year contract job that requires skill and has no physical labor.
Which group do you hire knowing nothing other than their education level?
This is a complely meaningless question that has no bearing on the real world whatsoever.
