It's likely an automated email acknowledgment of your submission ... if you fit their needs, you will hear from them in 2-3 weeks.

It depends.
Sometimes it's just an automatic message they send to let people know their resumes were received.
Other times it can be a "forget it, it's over, move on" message.
Would you try to follow up, however if the response you got after a resume submission looked like this:
Dear XXXX,
Thank you for your interest in Randstad. We appreciate you taking the time to send us your information.
Concerning Randstad Job Reference # S_237117 - Recruiter, we are considering other applicants. However, please continue to look for other positions on RandstadStaffing.com that match your qualifications.
We wish you the best in your job search and career.

Not at all. It is another auto generated response that couldn't be more clear that there are other applicants and that you should not stop looking for work.

The automated response is sent under the direction of an actual person but it certainly wouldn't hurt to follow up. You never know what can win an employer over and get you an interview. You could also consider applying for other positions within the company as the response suggested and possibly at least get your foot in the door. Continue your job search with other companies though and don't waste too much time persuing this position.
Automated receipt of application. Be happy they give you even that these days.
