It is a fallacy that a subject-matter expert has what it takes to manage people or conduct HR functions such as hiring.. Promote the best painter to a supervisory position. Congratulations. In one stroke you've lost a good painter and gained a poor supervisor.
The reason for the historically low salaries in HR is that for years HR was a female ghetto.

I work in HR as one of the hiring managers so yes, I interviewed, filtered, and hired. Last year through my hires alone, I made my co. $1.5 mill on 1 account. So yeah, I guess I don't contribute much to the company.
But I do agree, there are pretty bad HR folks or recruiters that doesn't know what they're doing.

The person who did the work made the company 1.5 million dollars.

Explain how you work in HR and are also the hiring manager. Are you in an industry that does mass hiring (I.e. retail)? Since you talked about doing this on "1 account," perhaps you work for a staffing agency. I wouldn't consider that the traditional role of HR.

LOL okay? And they went through my screening, filtering, and hiring? If you don't know wtf you're doing and hire incompetent people=no money made ?

No, I work for a global consulting firm so the business model is similar to an agency. I run the recruitment for Jr-levels and pretty much if they're good=we get paid. If they're on project and they suck=we don't get paid and actually lose out. So far, retention rate has been very high, both sides are happy, and numbers expected to triple this year.
Because it is a useless position that, unfortunately, a lot feel is of importance and abuse that position. All the HR managers I've ever met had other people do their work for them.
