They say the best way to find a job is to get refereed by someone on the inside who is highly respected. Many progressive organizations have a formal Job Post Program where they first advertise the job opening to employees/managers within the company and have them work as the recruiter for the position. If they know someone who fits the minimum requirements it is very likely the candidate would get an interview because the internal employee referred them and is sticking their neck out for the candidate.

The perfect job right up my alley was advertised at a highly respected organization near my home. My resume would be a perfect match for the opening. An old friend of mine works there in a management role (but in a different department) and I asked him to submit my resume as part of their Job Post Program. He thought about it but eventually turned me down. The reason: He does not want to stick his neck out about me because I have been unemployed for so long. He said the company rarely considers the unemployed because they are damaged goods. (His words not mine)

What a sad state of affairs!

Everything is situational ....

How long have you been friends? What's his position? What is your past career track record? How long has he been there? Does he have that power, or maybe the company is shaky and he would rather just focus on his job, & himself for a while and that's it ...

Apply on your own, and ask if you can mention his name in the cover-letter ... If you really want something, you won't let that stop you.

I've never seen referrals work out well.

Apply on your own merits.

He must have a reason. Perhaps he's done that for someone before and it didn't turn out well. Perhaps he isn't sure you'd be a good fit. If it really is only because you have been out of work, that's sad.

IMO the "out of work" thing could also be a convenient excuse. I work for a staffing company and one of my relatives by marriage ON PAPER would fit the requirements of the positions we staff and ON PAPER would be a great fit. I would walk over hot coals to avoid this person's name coming up in any conversation attached to mine. However, I am guessing I would not tell the truth as to why I was not able to put this person's name into the mix if I was ever asked directly by the person.

Not saying this is the case with OP's friend. But there is always a risk associated with referring someone. And if the person asked for the referral is not comfortable giving the referral, the person is not always comfortable with giving the real reason.

You call this guy an "old friend" but really he's not a "friend" at all. I don't care how he see's the company's hiring process. You and I and every unemployed person here is not responsible for the unemployment situation. Apply on your own without his help. You have nothing to lose in doing so.

Not much of a friend, or as the posters above stated.

When out of the service I had a job where they needed another person and were looking.

Buddy of mine also from the service was looking for work so I mentioned this to the foreman and he said to bring him by.

They hire him...he works 4 hrs and then goes to lunch and NEVER returns.

Now the foreman is PO at me while I am trying to be a nice guy.

Asked my service buddy (real good friends in same unit) what happened. His answer was he did not like the work.

Now this leaves me in a bad spot....whats a person supposed to do?
