Ahh, so confusing! I find it interesting that some people on these forums are for offshoring and others are against it. While I see the negative impact of offshoring, it doesn't seem to be the general consensus among Americans (on an individual level).
I'm not an economist or a Ivy League graduate so excuse me if what I say makes no sense. What if the government did the following to lower the unemployment rate:
1.) Shut off ALL and ANY loopholes that companies have as far as tax avoidance goes.
2.) Offer companies that higher an X amount of workers a certain percentage in tax reduction depending on how many people they hire (the more they hire, the bigger the tax reduction).
3.) Lower the corporate tax rate to keep it competitive with the rest of the world.
4.) Give tax cuts to companies who bring back outsourced jobs in addition to #2.
Yes, these are broad and probably have holes in them but if we can get people hired and working, the government can tax those incomes and offset the tax revenue losses from corporations.
But....but.....that's not fair!!!! As an employer I can do whatever I want!!!!

Wouldn't this simply cause organizational inefficiency and waste? Personally, I don't want my car's safety features to be designed by someone who really shouldn't have the job and simply got it so the corporation could lower their tax base.

And where would you make up for the decreased taxes gained by corporations? Tax individuals more? Borrow more?

So you would prefer a company to have poorer performing employees simply so that they are Americans? Wouldn't this simply drop product/service quality due to subprime talent, which would further reduce American company's change of competing on a global stage? This is handing the global markets to international competitors on a silver platter....
Good intentions, but I am not sure how any of these are realistic or helpful, from a practical standpoint.
Americans don't lose their Constitutional rights simply because they become employers. You may wish to revisit your 9th-grade civics classes, sir.
The constitution applies to individual people, not corporate bodies.
