It's pretty lousy for a potential employer to give you the $5 tour, a run-down of all the company benefits and such, bring you in for a second interview and then not offer the job. In my experience, to take you that far in the interview process is a fairly good indication that you're the one they want.
Some employers just do things that way- that's why it's almost never worthwhile to read tea leaves after interviews. I worked for a supervisor who would give EVERY interviewee the grand tour and introduce them to the staff, and I don't remember her hiring a single one of them. I know I've been outright told after interviews that I'm "definitely qualified" and that I "should definitely expect to hear from us soon", only to never hear from them again.

I know that some employers do things that way, but it's still lousy. Unless the company is serious about hiring that person, they shouldn't get the applicant's hopes up by leading them to believe they're getting the job. That's just wrong.
I had a 'final' interview a couple of weeks ago with a company. During my first interview the manager raved about how perfect I was for the job. She went on and on. I went in person for the interview and again rave reviews. She said I would hear from her with a definite answer the following week. She walked me out huge smiles, I'll call you next week!!
I sent her the follow up thank you, nothing. The week passed, nothing. I emailed just asking the status as she said we are having a budget meeting and are going to make a decision. ???? Seriously? My thought was they have another choice for the candidate and are waiting on an answer.
@KABurke - the job I have now that I'm trying to get a way from was from craigslist. It ended up being a bait and switch job. The job description didn't put a key component of the job in the description and I ended up going in with one idea and once in I found out this other part.
Regarding the current interview, it was a hard lesson to learn. Because of my first experience in 2011 with someone making you feel like you are in like sin and leaving you waiting for those words, I had brushed off other interviews I have been on. But this one was different (the one I was just on). But now, as mentioned, I will really not pay attention to how well the interview went. I will treat it like a ship passing in the night. Say hi and then shrug my shoulders once its over.
