Is anyone familiar with human resources in the public sector? Is there pressure on the HR department to hire people from a particular locality? For example does the State of Maryland have internal pressure to hire Maryland residents for State employment? I benefited from this by moving to Virginia from New York, but I guess it must be frustrating when a family has paid their taxes somewhere for 25 years, child attends College locally and can't get a job working for his city or state.

I just moved to a new state and am on hiring lists for their state jobs, and have interviewed for one and been called for another. And all my job refs are out of state, for what it's worth.
