Also take into account here what we have all probably heard many times-In drunk driving deaths the impaired driver usually is the one who walks away while others are killed.

Point is, nearly anyone can tell when someone has been drinking. If this guy is getting behind the wheel and the boss is allowing it the are playing with fire and will get burned. The fact that a boss would allow an employee that deals with the public especially walk around reeking of booze is a problem in itself. I would not want to work for anyone showing this amount of irresponsibility and poor decision making.

Having alcohol on his breath does not equate to proof. The man could have forgotten to brush his teeth before coming to work.

You may not like that the man drinks while he is not working, but that is no reason to try and get him fired.
If a person still smells like alcohol at work the next day, the alcohol is still in his system! For instance, he has alot of beer or mixed drinks in the evening, up until 10 or 11 PM - gets up and goes to work at 8:00. Excellent chance he has alcohol in his system that has not metabolized and YES he is still drunk.

OP - I would just call the police when you might have an idea of where this person is when he is driving. Another suggestion, contact the local chapter of MADD and I'm sure they can give you plenty of ideas on how to stop this. I would not contact management - they know it is happening, and you could put YOUR job in jeopardy. Call the police or find another route.
