you work for the city of Philadelphia, right? Municipalities function differently and, possibly, tend to be more willing to hire unemployed applicants than corporate employers are. This is especially true if you scored high on a civil service test. In such a case, you must be considered even if you are currently unemployed.

Also, keep in mind that statistical data such as this http://www.city-data.com/forum/work-...t-couldnt.html is more persuasive than anecdotal evidence (such as you being hired after 12 months).

Yes but I hope that wasn't the reason I was chosen for the job especially since I had experience for the position.
