OK let's say you send a resume and then realize it was an old or outdated one. Do you call the company and let them know so you can send the right one?? Or what if you send a resume then fix up or spice up your resume and like how it looks after the fact?

It looks bad because it shows incompetence. During the job search you cannot do this. All you can do is double check your resume and cover letter is correct before submitting it.

We're all human and make mistakes. However you can't fix this one.
This made you look very careless. Regardless of what type of job this is the employer is not going to consider you.
Learn from this and be more careful in the future.
I recently overhauled my resume, going from 1 page to 2 and dropped 1 job. When it wasn't quite ready to send, I used my old one for a few applications. Then when my new one was finally "gelled", I sent it to all of the recruiters I was working with -- partly as a way to check in with them, and to get them to read the "new and improved" resume.
Don't apologize or admit the error -- just send them the new resume, noting that it is the most recent one. If you need to keep your old one on your computer, rename it with "OLD" starting with file name, so you won't get mixed up again.

Cool see the thing is I just revamped my resume and it is a lot better and I know it will help me get some interviews over the older one. For instance I have one interview with the old one. Would it be bad to take an updated one to the interview instead of the older one?

By all means, bring the new one! But you may want to email them the new one first, to give them plenty of time to review it. I just had an interview, and the hiring manager had made tons of notes on her copy.

Cool thanks. I will do that. The jobs that I have applied for are for the city and one for a hospital so they are online apps. Should I just contact their HR and ask them if I can send them an updated resume?
