I would forgive bad grammar/punctuation especially if it sounded like English was second language, and speaking/writing English isn't a big component of the job.

But other things like not answering a simple question like where they live, no way. Some people just simply do not know how to follow directions. So frustrating.

Although it can probably be mostly solved by explicitly outlining the things that need to be answered (1. City you live in, 2. can you work these hours [Yes or No] etc. ), you'll probably end up with a people who can't think for themselves.

There is a difference between punctuation and answering the questions you are asking.

Probably not. I think omitting something like that is an unspoken rule. I don't (and will not) sign my cover letters, emails, etc with "Your sister in Christ," it is highly inappropriate in my opinion.

Why must an applicant live in the same town? Are you aware that some applicants may apply to the position with the intention to relocate once it is offered to them?

True, but it does reflect on you. It is the proverbial first impression. Kids need to understand that it all counts. I am in a position to hire people every day and i too rule people out for the same kind of issues.
