Anywhere I have worked, that has only been the case (not payout of accrued vacation / PTO) if the employee does not give notice of XX weeks.

It often depends on the level of job. Two weeks is pretty standard - longer peiods (3 weeks or maybe a bit longer) usually only apply to higher-level positions. If the new company has a similar policy, they will likely not have an issue with a new employee being in the same position.
