Yesterday, the two other references I used let me know they were contacted earlier in the morning from the company. Good news, I thought. So I reached out via cell to my former boss as a courtesy to let him know that this company may be reaching out to him in the next day or so. He didn't respond, so I left him a voice mail. He has not responded to me yet. This concerns me, because it makes me wonder if the company HR rep was able to get a hold of him.

Anyway, I'm hoping to know something by today, at the latest tomorrow, regarding whether I got the job or not. In the meantime, I'm left wondering/slightly worrying that my former boss may not be responding to his cell phone calls for whatever reason. Am I making a bigger deal out of this than I should?

If the first two references said nice things about you and they can't get in touch with your 3rd reference, they may ask if you would like to use someone else. That's what happened with me, the first 2 were contacted and then they couldn't get in touch with the 3rd person because he was purposely ignoring their calls because he didn't want to be a reference for me.

So I expect them to ask you if you want to use another person to replace the guy they can't get in touch with

I was finally able to verify with my former boss that they contacted him. I have a 3rd (and hopefully final) interview on Monday.

IME, they're either looking to confirm you (rubber stamp) as the final candidate or leaving it up to the owner to decide.
Good luck!

I went to the final interview today with President/CEO of the company and I think it went well. They are going to send me an offer letter via email today.

It obviously went well if they are going to send you an offer letter.

Congratulations! Did you get the letter? WHen do you start? Will it require you to relocate?

If you already made a first good impression and the first two references had good things to say about you, then they may just ask you if you would like to use another person in place of the one who they can't get in touch with
