I last heard from this recruiter a week ago (last Friday) who said she'd have an update this week. I assume if I got the job, I would have heard from them by now. Should I even bother following up?
I reread the recruiter's email and she says she'll "likely" have an update this week and that she'll keep me posted. Would it be annoying if I follow up again after a week? I don't want to appear desperate, but I really want this job.
Follow up with the recruiter. If they're a 3rd party recruiting company, they owe you a response. They might just be busy, but call them once week. Do that infinitely. They'll respond eventually.

Nope they don't owe you a response. That's the unfortunately reality of it. It's completely unprofessional, but I know I've been left hanging several times from a recruiter. I've had some who screened my calls and flat out ignored my emails. Again, recruiters do this a ton. The reality is that it shouldn't take a recruiter anymore than a day or two. You can always send an email to followup, but if you haven't heard anything, a decision either hasn't been made yet, or they've given up on you.
Generally if you GOT the job a recruiters would let you know immediately. The minute they know, they generally let you know right away.
The real question is if you're still being considered, or have they decided to move on?
A good recruiter will let you know that you're still in the race, or no longer being considered. Bad or inexperienced ones generally will leave you hanging. That's unfortunate, but it is what it is. I think you should just look for other jobs, and if they respond, then that's fine. Don't put to much energy in wondering if the recruiter will respond.

Sorry, I should clarify. The recruiter is internal to the company I am trying to work for. I sent an email earlier today but received no response. I'm still applying for other jobs, but the wait is agonizing!

I would be direct. Just ask him or her what is going on. No reason to be hanging. Better to get a no and move on than agonizing over what the likely answer is.
If someone says they will do such and such by a certain time, then I give him about 5 minutes and contact them.

Job recruiters are clueless. You have to double any time they tell you.
They'll give you some BS that "things came up that delayed the process" but it's their job. They're supposed to know about those things.
Call or email the recruiter and find out. A good recruiter (and most are not) will keep you constantly updated if you are in the running.
