Right after that, about 1 minute later ......they sent my an email with that job title in the subject line and it also says " Interview notification" in the subject line as well. The notice states they want me to apply to a different job because the first one is closed.
So I applied to it, I like that one too, here is the message does this mean they will get in contact with me about this other job?
This is what it looks like, but I edited out some part to keep it simple and for privacy
Subject :XXXXX Manager, " Title of job I first applied to" : Interview Notification
"We would like to announce that while this current posting will be closed later today, we are very excited to announce that we have a new XXXXXXX Manager opening available for the XXXX Department. We want to take this opportunity to invite you to apply to this new opportunity!"

I'd bet good money that every person they rejected got the same email telling them to apply. If they really liked you and knew they had another position open, they would have contacted you personally and asked for an interview.

But they have rejected me before and I never got this 2nd email. They sent me 2 emails the regular rejection and now this one. It also says "Interview notification" on the 2nd email

In addition what would be the point to dump all the applicants over to the new job?
It looks like an auto-generated email that they might send out if another job does is closely related to the position that closed, but it does not mean that they will get in touch with you or interview you for the other position.
The point of dumping other applicans? Maybe they did miss a talented person in that old pool that will be better suited for the new job opening. Or maybe they feel like having tons of applicants will give them the best candidates to choose from... either way, don't read into anything. Apply if you're interested, but don't hold your breath.
Also, with the way these HR sites, you can select a group of applicants who receive each notification (one group can receive a general rejection, ones who were rejected after a phone screen may receive a different message). I've had many mistakenly put me in the wrong group because an HR generalist clicked the wrong button.

Did the rejection sting a little less when you thought there was hope for another opportunity? It's not that they are dumping all the applicants over, if they were doing that, they would just automatically consider those applicants for those positions.
Honestly, I get why you WANT there to be something to this second email, but applying to jobs is like dating: if they aren't calling, they're just not that into you. If they want you, they won't hesitate to call you, even if the job app hasn't closed (or opened yet).
Apply if you are interested, but otherwise don't spend too much time dwelling on this.
