I would much rather see someone earning a living waving a sign than a "homeless" person just standing there with a cardboard sign at the freeway off ramp asking for donations. The sign wavers are living proof that the jobs are out there if you REALLY want to work for a living. Heck if you are already planning on standing outside all day holding a sign at least get paid for it right?

Do they honestly think this is effective? What is the point? I don't see how it is worth paying someone 8 hours a day to do this, but is there something I'm missing? Has anyone actually done this for a job?
How effective it is questionable...I'd wager not really.
I've noticed a local chain pizza store will send an employee out to the road with a sign during slow times.
