Can an employer give a title promotion(give more responsibilities) without a raise?
for example:
From Mapping Technician to Senior Mapping Technician.

Sure, they can do whatever they want. I recently had a job evaluation and got a new title and 12% raise, but they can give you a new title with more responsibility with less money if they want to. Nothing you can do about it other than looking for a job elsewhere if you don't like it or feel that it's unfair unless you are union, and then it would only be to file a grievance and hope the union supports you. On the bright side, a title with Senior added can be a good stepping stone to a supervisory position if you are given lead responsibilities.
Yes. Why would this be something that's legally protected? It's up to you if you want to accept the new title/responsibilities at the old salary, reject it, or think about moving on in the future.
