A prospective employer wants to hire me but they can't meet my salary minimum due to the budget cap on the position. They are offering $3.5k less than what I want.
Ask for an extra week vacation and since you are at the top of the pay grade you need to have a frank discussion about career path and promotions. You don't want to be stuck at the same salary for three years because that is their promotion policy.
You can ask for vacation time, merit bonus, education/tuition allowance, slush fund for conferences and or profession memberships/dues. Really it depends on your profession but keep calm and be creative about closing the 3.5K gap.

Don't be afraid to ask about this type of stuff, especially if you are currently employed.
In my personal example, I am looking to get into something different in my field. I would gladly take a lower position/pay if it meant a promotion later on down the road if they liked my work. Unfortunately, it does seem that companies have a lot of silos, and you can't easily move from one to the other.
You could make that up in a year if you work hard.
And it's not like you can play hardball since you are not employed.
Agreed... It's $66 a week... Or $1.25 an hour.
Doesn't sound like a deal breaker to me if I was in that position.
