I agree. It's as if having your own vehicle always means you're going to be on time for work.
I know it's
thought to reduce the "I couldn't get a ride" kinds of excuses, but those who really want to make excuses for frequent tardiness will find other ways (bad weather, babysitter didn't show up, etc.). Honestly I don't think applications or job ads should be allowed to ask a possible employee whether or not they have a personal vehicle. Some applications even ask for your driver's license number; some will let you skip over that part if your job has nothing to do with driving, but some require it even if your desired job is sitting at a computer. Is this a way to weed out "certain people" since you can't ask about disabilities, criminal history, class, etc.? I believe so.
