I had this happen last week (on my birthday, which was unknown to the interviewer). I left a message for her a half hour after the missed time. Did not hear back. Then a week later, sent one final followup email to her politely requesting to reschedule. Not a single response yet. It's annoying, but I have no idea what is happening on her end. Fortunately, I never get hung up on any one opportunity. If they blow me off, I move on.

This happened to me this week too! I think the person is a little flaky. She has cancelled my interview twice now. But I think I have already ruled out the company for other reasons. I probably won't write her back to reschedule!

From my experience, every single time the interviewer is late for a phone/in-person interview, I've always had a very bad interview. Their tardiness/laziness probably stems from the fact that they aren't even that interested in me.

Actually I had a really good phone interview that was delayed for some reason. Sort of good too because I went to my car thinking it would be quiet...instead a grounds keeper started up..grrr.
