That's not going to happen though, and that wouldn't be without consequences.

How does that explain the fact that most of the new jobs are service-oriented jobs that are actually low pay, and the fact that illegals and/or immigrants are recruited to do the rest?
It depends on the part of the country as to the type of jobs being created. Some parts of the country the good jobs are moving out of state, or out of the country. Example companies such as the Tesla battery plant, was not built in California where the auto factory is. Reason: California is so unfriendly to business they put the plant in Nevada. The company head stated, the reason it is in Nevada not California, is it takes 2 1/2 years to go through all the bureaucracy to get permits to build the plant there. And it costs as much as several million dollars in fees, and all the people involved in the permit process in California. A matter of days in Nevada. Apple the big computer giant, is building a billion dollar plant in Texas to build laptops, not near their headquarters in California for the same reason. Companies like Toyota, are moving out of the state and taking a lot of good jobs with them. Just those 3 companies alone took thousands of jobs that could have been in California to other states, due to the fact it is too difficult to operate in California, and it is as much as 40% less expensive to operate in Texas than in California. That savings goes directly to the bottom line as profit, or allows the company to lower prices to be more competitive. The good jobs are leaving the state, and the ones being left in the state can use low cost labor such as those immigrants from south of the border. Companies are taking good jobs out of places like New York, New Jersey, California to name 3.

On the other hand, good jobs are going to Texas, Nevada, etc., where they are business friendly.

The same thing is happening in other high cost to do business, over regulated state.

Other parts of the country, are benefiting and new good well paid jobs are being created,

Other parts of the country, are seeing firms moving in. Remember those 10 foreign owned auto companies that have plants in the U.S., are building new plants in other states, but not California.
