in one company i worked for, people supposedly got promoted based on seniority. when a manager position came up 2 people applied. person A had been at the company 1 year. person B had been there 6 months. person A thought she was a shoe-in and was shocked and bitter when person B got the position. ultimately the managers liked person B better and wanted to work with him. person A left very soon thereafter.

To be fair, promoting based purely on seniority is a horrible idea. Some people are better fits for some jobs. I think it would border on irresponsible for someone to promote purely on seniority.
