Which makes more sense? (employment, unemployed, college degree, work)

At the age of 54 and unemployed , very skilled but no college degree, to live in an area where unemployment rate is very low compared to the rest of the nation, place you have lived before and don't mind being in but the general age of the population is 25-35 and college educated or to live and look for work in an area that has an older 36-60 general age, less educated population but a higher unemployment rate in a place you want to be or at least close to the place you want to be?
